Our Approach

Powys County Council's Commissioning approach is strongly guided by national legislation and best practice, as well as our joint Health and Care Strategy, 'A Healthy, Caring Powys'.

This seeks to improve the health and wellbeing of the population, improve how health and care services are delivered, and develop services that focus on what matters to people and communities through supporting people across the life course so that they can Start Well, Live Well, and Age Well.

For further information on 'A Healthy, Caring Powys' and how we work in partnership please visit the Powys RPB Website

Where it makes sense to do so, we have also developed specific strategies and plans for certain groups of people across the life course.

Analyse

This stage is about gathering information and using this to understand what is needed at all levels. We review a range of information across legislation, guidance, best practice and current service provision, and carry out stakeholder analysis. In addition, our understanding of need is informed by the following key documents within the region:

Plan

The plan stage is all about determining how the needs can best be met, and what can be put in place to do so. It involves understanding the market, service design and decision-making, and translating the priorities identified in the analysis stage into real services.

Do

At this stage, we put in place the service that has been specified and determined as needed.

This stage is about developing the market, securing contracts and agreeing a means by which providers are paid. We list specific opportunities for external organisations to provide services on our procurement pages via Sell2Wales

Review

The review stage is about ensuring that what is being delivered is meeting the needs and achieving the outcomes identified earlier in the process. We put in place robust reporting and monitoring processes to ensure this, and this helps to feed into the analysis stages as part of any planned recommissioning exercises in the future.
