Replacement Local Development Plan (2022 - 2037)

Review Report and Delivery Agreement

To ensure Local Development Plans (LDPs) and their supporting evidence are kept up to date, local planning authorities are required to review their Plan at least every 4 years from the date of adoption, or earlier if the findings of the Annual Monitoring Report (AMR) indicate a need.  The Powys LDP (2011-2026) was adopted in 2018.

The Review Report 2022 (PDF) [1MB] considers the effectiveness of the adopted Local Development Plan (LDP) and confirms the revision procedure to be followed in preparing the Replacement LDP.   The Cabinet agreed the Review Report in February 2022 and it was submitted to the Welsh Government as required by law.

The Delivery Agreement for the Powys Replacement Local Development Plan (2022-2037) (PDF) [530KB] was approved by the Full Council on 3rd March 2022 and agreed by the Welsh Government on 13th June 2022.  This means that the preparation process for the replacement plan is now formally underway, and the process must comply with the Delivery Agreement.

The Delivery Agreement contains a Community Involvement Scheme and timetable for preparing and adopting the Replacement Local Development Plan.

The Review Report and Delivery Agreement can be viewed online (see hyperlinks above) or in hard copy at the Council's principal office (Powys County Hall, Llandrindod Wells, LD1 5LG) during normal opening hours (subject to Covid 19 restrictions).

A hard copy of the Delivery Agreement can also be viewed at 12 main libraries (listed in Delivery Agreement, page 22):  Brecon, Builth Wells, Llandrindod Wells, Llanfyllin, Llanidloes, Llanwrtyd Wells, Machynlleth, Newtown, Presteigne, Rhayader, Welshpool and Ystradgynlais

One of the important early stages of the Replacement LDP is the Council's Call for Potential Development Sites, these sites are known as "Candidate Sites" - please note this stage is scheduled for Autumn 2022 and full guidance will follow in due course.
