Your views sought on library savings
On 25 February 2016 the Full Council agreed a 3-year budget which included savings to the tune of £27m. These savings need to be found across a number of service areas including libraries.

You may remember that we asked for views on how to find savings in the library service in summer 2014. Three options were put forward including reducing opening hours, the closure of either 5 or 11 branch libraries and reducing or changing the mobile library service. The overwhelming response was to reduce opening hours and keep all 17 branch libraries open. This is what was implemented.
At the time the council anticipated that more savings may be required if budgets were reduced. We are now unfortunately in that position and would like your views and ideas.
The current proposal is that the six bigger libraries - Ystradgynlais, Brecon, Llandrindod, Machynlleth, Newtown and Welshpool - and the two mobile library services for North and South Powys will form the cornerstone of the service.
We need to now find solutions which save at least 50% of local library running costs for the remaining 11 branches or they may have to close. We are looking at relocation or co-location as part of the solution across all branches, but this will not create all of the savings that are required.
Meetings and conversations are taking place about funding with the relevant town and community councils, some groups and schools where co-location could be an option.
What You Told Us
Over the summer months your views were sought on how to make savings across the 11 smaller branch libraries in Powys.
Just under 650 residents completed the survey and around 170 people attended the drop-in sessions that were organised to allow for views and discussions with the principal librarian. A further 100 Llanfair Caereinion residents attended a public meeting organised by their local member to express their views.

We have produced a document showing running costs, number of visitors and other useful information for each of the 11 libraries.
Cabinet will be discussing the feedback and considering what actions need to be taken to ensure the savings target are met and libraries are sustained wherever possible.
