Advice from General Register Office for England and Wales

The Government has now introduced new measures that require people to stay at home, except for very limited purposes, and is also stopping all public gatherings of more than two people. In addition, the Government is stopping social events, including weddings, baptisms and other religious ceremonies. This will exclude funerals, which can be attended by immediate family.

Powys County Council have taken the decision that until further notice:-

  • all civil ceremonies will be for the statutory minimum only - that is the couple plus two witnesses, as required by law.

In doing so, we hope that couples will understand that due to the highly contagious nature of the coronavirus variant that is currently circulating - we must ensure that all staff and service users are kept as safe as possible.

Birth Declarations

These can now be undertaken in a two-stage process, as with birth registrations.  Please email us on with your baby's details and your contact details, if you haven't already done so.  This will enable us to add them to our notification list, as these appointments will be carried out in date order (Feb/March to begin with).


Update from Welsh Government (03/08/2020)

All premises that are licenced to conduct a solemnisation of marriage or the formation of civil partnerships can now open for wedding and civil partnership ceremonies. However this is subject to the need to take all reasonable measures to minimise the risk of spreading the virus on the premises.

The number who will be able to attend a ceremony indoors will be limited by the capacity of the venue where it is being held, once social distancing measures have been taken into account.  

To ensure that the maximum number that can attend is observed attendance must be by invitation only.

A reception for up to 30 people can take place outdoors. At present gathering indoors for this or similar purposes is not permitted.

Citizenship Ceremonies

Local Authorities have been contacted to be told that we are now able to reintroduce citizenship ceremonies where we can do so safely in accordance with health and safety guidance.

In Wales, only those required to attend will be permitted to do so in order to comply with the Welsh regulations.  This means that guests of the prospective citizens and dignitaries will not be permitted as they are not deemed essential to the proceedings.

Home Office colleagues have confirmed that offering a ceremony without guests or a dignitary is acceptable but customers should be given a choice to either:

  • proceed with the restricted ceremony,
  • or wait until a full formal ceremony is available.

The time available for customers to book a ceremony has already been extended from the normal three-month period, with the introduction of a six-month extension.  This is  from the start of the lockdown date (23rd March), so that no individual is impacted by the delay.

Accordingly, all applicants with invitation letters and who have made contact with us to supply their contact details, will be contacted to make appointments.

Marriage and Civil Partnership

Marriage and civil partnership ceremonies at the Register Office / Registration Offices will resume from 17th July 2020.  

We are following the advice and guidance from Welsh Government on social distancing and public behaviour.  This means the content and format of marriage and civil partnership ceremonies has been reviewed and we have introduced restrictions on the number of people permitted in our rooms.   

Physical distancing will help ensure that officers and visitors are safe and to help prevent the spread of coronavirus.
We will contact couples who have booked a ceremony on a month by month basis.  Our priority is to recommence ceremonies that were scheduled to take place in the Register Office in April, May and June; and those which are scheduled to take place at the Register Office in July and August before accepting new bookings from September onwards.  All bookings will be subject to availability.

The registration service is awaiting clarification with regard to marriages and civil partnerships from Welsh Government on secular approved premises.  We are waiting for further advice and guidance from the General Register Office.

Due to an amendment to the legislation - we are able to undertake birth registrations using a two-stage process.  Stage One will be undertaken over the telephone and Stage Two will require attendance at the registration office.  The process will be outlined for you at the time of booking.  If you are unable to register the birth of your child because of coronavirus (COVID-19), you can still make a claim to receive:

Due to the coronavirus (Covid-19) pandemic and based on Government advice, we have made the difficult decision to suspend all our ceremonies up to and including the 30th June 2020. 

The decision has been made, on the proviso, that if Government advice changes within that timeframe then we will honour the previous dates booked, if requested to do so. 

If you have booked within this time period then we will be contacting you shortly.  Please note that ceremony fees paid will be carried over to a new booking made with us.

Every couple's ceremony is important to us and we need to take each day as it comes and follow Government advice to make sure we all stay safe and healthy, as such we will continue to regularly review the situation to make sure this remains so.

We are receiving a high level of enquiries and if you already have a booking with us and have tried to get in touch, please rest assured that we are doing our best to respond to everyone as quickly as possible.
