Annual report of the Head of Democratic Services

Each year, the Head of Democratic Services publishes a report that sets out how the statutory duties of the Local Government (Wales) Measure 2011 have been met.

The report explains the arrangements to support County Councillors and gives an overview of how our scrutiny work is arranged.  Scrutiny is the process by which councillors examine decisions, policies, and services to make sure they are working as intended, provide good value for money, and meet the needs of residents.

The report sets out the systems we have in place to help councillors carry out their roles effectively and safely, and includes a clear description of the Democratic Services team, with the responsibilities of each role.

The report also outlines the support available to councillors, including training and development opportunities.  In addition, it provides a full summary of the types of meetings held during the year, and the number of meetings supported by the team.

The role of the Head of Democratic Services is a statutory position, as established by the Local Government (Wales) Measure 2011 and the Local Government and Elections (Wales) Act 2021.  At Powys County Council, this responsibility is undertaken by the Head of Business Intelligence and Governance.

The Head of Democratic Services must have resources sufficient to:

  • provide the adequate provision of staff, accommodation, and other resources to discharge the democratic services function.  The democratic services function includes supporting elected members and managing council meetings.
  • publish an annual report to full Council in relation to these matters.  The annual report typically covers staffing levels, resource allocation, service improvements, and any challenges faced in delivering democratic services, ensuring transparency and accountability.
