Extra care in Powys refers to housing developments designed for individuals who benefit from on-site care and support, enabling them to maintain independence for longer than in general housing. These schemes feature communal spaces, therapeutic design, and facilities tailored to support a range of care and support needs, including those related to physical, sensory, or learning disabilities, as well as mental health.
The core principles guiding extra care in Powys are voice and control, prevention and early intervention, well-being, and co-production, ensuring that individuals are central to their care and support planning. The aim is to enable people to live independent and fulfilled lives in their own homes, with flexible support that adapts to changing needs, and to encourage active participation in the community.
Current Extra Care Schemes
At present, Powys has several extra care schemes in operation, they are:
Neuadd Maldwyn in Welshpool
Llys Glan yr Afon in Newtown
Bodlondeb in Llanidloes
Additionally, there are two facilities in development:
Pont Aur in Ystradgynlais (owned by Pobl Housing and due to open in late 2026)
Brecon Extra Care (owned by Wales & West Housing) and due to open in 2027)
These schemes are developed in partnership with housing associations and Powys County Council, with the Council responsible for the provision of care and support services. The extra care model in Powys is based on a "thirds" approach, balancing residents with high, medium, and low/no care needs to create a sustainable and supportive community.
Future Plans for Extra Care in Powys
Looking ahead, Powys County Council has committed to expanding extra care provision in response to the growing older population and changing expectations for accommodation and support. The Cabinet report from May 2019 set out an intention to develop up to five new extra care housing schemes across the county. Neuadd Maldwyn in Welshpool as the first of the 5 to open, Pont aur in Ystradgynlais and Brecon extra care due in 2026 and 2027 respectively and possible future developments in Machynlleth and Builth are under review.
The ongoing development of extra care is part of the council's broader strategy to improve accommodation options for older people, reduce reliance on traditional residential care, and invest in local communities 32.
