Natural Resources Wales have provided planning advice for Local Planning Authorities which applicants within the River Special Areas of Conservation catchments must also follow:

The Natural Resources Wales planning guidance requires development proposals in River Special Areas of Conservation catchments to demonstrate that they would achieve phosphate neutrality or betterment.

Powys Local Planning Authority, in complying with its duties under the Habitat Regulations 2017 (as amended), is unable to support applications which do not demonstrate phosphate neutrality or betterment with certainty due to the unacceptable impact they would have on a River Special Areas of Conservation.
