Powys' Play Sufficiency Assessment 2025-28
The vision of the Play Sufficiency Assessment is to ensure that all children in Powys have access to sufficient play opportunities that support their physical, mental, and emotional well-being.
The Local Authority acknowledges the crucial role of play in the lives of children, young people, and families, aligning with the Welsh Government's goal of creating a 'Healthier Wales.' Guided by the United Nations Convention on the Rights of the Child, particularly Article 31, the Local Authority ensures that play is freely chosen, personally directed, and intrinsically motivated. This type of play is fundamental to healthy development, benefiting not only individual children but also the society in which they live.
Play Wales emphasises that playing is one of the most important aspects of children's lives. Children consistently mention playing and meeting up with their friends as what matters most to them. They value time, freedom, and quality places to play. The Quality Framework for Early Childhood Play, Learning and Care in Wales (2023) further highlights that play is essential for children's development, contributing to their cognitive, physical, social, and emotional well-being. Engaging in play allows children to explore their environment, develop new skills, and build relationships with others.
The Curriculum for Wales aligns with this understanding, emphasising health and wellbeing. Schools are encouraged to provide more flexible learning opportunities, incorporating outdoor learning across lessons and activities. Powys County Council recognises that for children to have sufficient play opportunities, they need time to play, space to play, and the recognition by adults that this is every child's right. This ensures that all children are allowed this time and space.
