Cabinet to consider strategic outline case for new primary school building

Exciting plans that would see a brand-new school built in Brecon could move a step closer if Cabinet give the go-ahead to submit plans to the Welsh Government.

Powys County Council is planning to build a new school for Ysgol Golwg Pen Y Fan and has prepared a Strategic Outline Case (SOC) which will be considered by Cabinet on Tuesday, February 18.

Ysgol Golwg Pen y Fan opened last September following the merger of Mount Street Infants School, Mount Street Junior School and Cradoc C.P. School and current operates across three sites.

The project would see a new 360-place primary school being built on the former Brecon High School site. The new facility would include early years and wraparound provision as well as dedicated community/multi-agency facilities.

The project will help the council deliver its Strategy for Transforming Education in Powys.

Cabinet will be told that the funding required for the replacement school would be £19.3m with 65% of funding coming from the Welsh Government's Sustainable Communities for Learning Programme. The remaining 35% would be funded by the council.

The SOC is the first in a series of three business cases which will need to be prepared in order to secure the funding for the new building. If the case is approved, it will be submitted to the Welsh Government for their approval.

Cllr Pete Roberts, Cabinet Member for a Learning Powys, said: "The new building for Ysgol Golwg Pen y Fan will be an important step on the school's journey, enabling it to operate from one site, in 21st Century facilities that the children and staff deserve, enabling the curriculum to be delivered in a continuous and coherent way.

"If the Strategic Outline Case is approved by both Cabinet and Welsh Government, this would represent another huge investment in our school infrastructure."

The report will be considered by the council's Learning and Skills Scrutiny Committee on Wednesday, February 12.
