Regulated stands
Even if a sports ground doesn't need a safety certificate, you'll still need a safety certificate for any covered stand that holds 500 or more spectators.
Type of certificate
A safety certificate may be either:
- a general safety certificate which covers the use of the stand for viewing particular activity/activities for an indefinite period which starts on a specified date
- a special safety certificate which covers the use of the stand for viewing specified activity/activities on a particular occasion or occasions
One certificate may cover more than one stand. You must follow any conditions attached to a certificate.
How to apply
Applications for general safety certificates should be made by the person who manages the ground.
Applications for special safety certificates should be made by the person responsible for the activity that will be viewed from the stand.
You'll need to send us the information and plans we ask for by the deadline. If you miss the deadline we'll assume you've withdrawn your application.
We must send a copy of all safety certificate applications to the chief police officer of the area, the fire and rescue authority and the building authority. We'll ask them about the terms and conditions we should include in a certificate. We'll also ask them about any applications to transfer, amend or replace certificates.
Appeals and complaints
If you're unhappy with our decision, please contact us first.
If we serve you with a notice determining that a sports stand is a regulated sports stand, you may appeal to the local Magistrates' court.
If you're concerned with making sure with the terms and conditions of the safety certificate are followed, you may appeal to the magistrate's court against any condition attached to the certificate or anything that's been left out. You can also appeal if we refuse to amend or replace a safety certificate.
