Tendering

Safeguarding

Net Zero
Powys County Council is committed to securing Net Zero and has agreed a Climate Emergency and a Nature Emergency. Our supply chain plays a key part in realising our strategic aims, and thus support is available through the following.
- Carbon Reduction Plans: In accordance with the requirements of Welsh Procurement Policy Note WPPN06/21, suppliers need to provide a standard Carbon Reduction Plan (CRP) as part of the selection stage of the procurement of public contracts valued at £5 million or more. The carbon reduction plan (CRP) developed by UK Government is the standard for suppliers to use when bidding for Powys County Council contracts. Suppliers are also recommended to attend the New live supplier carbon reduction plan training, provided by Crown Commercial Services to aid them in completing their CRPs.
- Supply Chain Sustainability Portal: To further support our suppliers, Powys County Council has recently created a Supply Chain Portal - Supply Chain Sustainability Portal - Powys County Council or Porth Cynaliadwyedd Cadwyn Gyflenwi - Cyngor Sir Powys. Our aim is to create a supply chain with credible knowledge and skills regarding decarbonisation and climate change. This portal has initially been designed to support social care providers in Powys with their sustainability and carbon reduction plans, although, this will be expanded to support all suppliers within 2025.

UK Procurement Reforms
The new Procurement Act 2023 received Royal Assent in October 2023 and further secondary legislation is expected to be approved in early 2024. The new procurement regulations are expected to go live in the Autumn of 2024 and a detailed programme of training and awareness, provided by UK and Welsh Government, is expected to start in the Spring 2024. Suppliers are encouraged to keep up to date on these changes via Transforming Public Procurement - GOV.UK (www.gov.uk)
