The Sustainable Powys approach will use the following principals to plan future services:

  • Being open minded and seeking innovative solutions, using all the expertise available
  • Delivering best possible outcomes through transformation to provide better quality services
  • Using evidence - better understand need and model future demand, if we aren't getting results, we should change
  • A continual process of learning and adapting to meet existing and long-term needs sustainably
  • Engaging early with people in agreeing, designing and delivering approaches so we listen, understand, reflect and feedback
  • Addressing the fundamental question: why do we do what we do?
  • A strategic whole system approach, with partners, communities and the people of Powys

Place-based planning

We are exploring if 'place-based planning' can be used to re-model local government services in the future.

Place-based planning divides the county into manageable areas for service planning and for working with communities and partners. ​

It's a way for us to strategically: ​

  • Review where we provide services from
  • Ensure equality of provision across the county​
  • Plan our services in a clear and consistent way and reduce costs.

It also helps us work with our partners to expand this new approach across the wider public service and with third sector partners (to reduce duplication of effort and reduce costs)​

How would it work and what is being explored?

We use a 'locality model' in Powys, dividing it into 13 locality areas. These 13 localities fit into five larger core areas based on our five main towns (Welshpool, Newtown, Llandrindod, Brecon, and Ystradgynlais). This way, we can plan services more efficiently together."

Core services in your core town

To make sure there is fair access, "core services" will be provided in your core town. For over 94% of residents this is less than 40 minutes travel time and for 64% of residents it's less than 20 minutes travel time.

What is a "core service"?

  • Customer service access point
  • Bookable face to face appointments with council staff
  • Contact space for families
  • Leisure centre with pool
  • Library provision
  • Access to computer hardware and internet
  • Household Waste Recycling Centre

What to expect in your local town
In your local town, businesses will be supported with planning and building control advice, trade waste collections, business grants and food hygiene advice, support and inspections. Your town council has a Town Plan and is supported to achieve the changes your community wants to see

Better public transport access as well as road gritting, highways maintenance, street lighting, active travel routes and rights of way

Coming to you when you need us
Services closer to you, include waste and recycling collections, domiciliary care and broadband improvements, planning and building control advice and visits
