Home Improvement Loans and Financial Assistance

Whether you're a landlord or homeowner, we may be able to provide zero interest loans to make property improvements. We have funding through Welsh Government initiatives as well as our own schemes.

Improvements may include, energy efficiency measures, repairing defects and even redeveloping empty homes. Loan amounts and repayment terms depend on type of work and may incorporate a processing fee. View our  Funding and Advice factsheet (PDF) [548KB] for useful information.

Home Improvement Loans

Funded via Welsh Government, the purpose of the scheme is to provide short to medium term loans to help homeowners improve the condition of their residential property. Loans of up to £5,000 per unit of accommodation can be considered to fund the cost of works necessary to make your home 'secure, safe and warm', such as replacing a roof. All loans will be zero interest however a small fee will be added to cover administrative costs. It will also be necessary to pass an affordability assessment to ensure that applicants are able to afford the repayments.

However, if you're looking solely for energy efficiency improvements, such as insulation, there may be grant funding available through other bodies such as Welsh Government or your energy provider. We recommend you enquire for such grants before applying for any loan.

ECO-4 Grants

Powys Council is now taking part in "ECO 4," the nationwide grant scheme funded by the Energy Company Obligation (ECO), designed to help households living in fuel poverty. It can assist in the provision of insulation and heating improvements for private tenants or owner occupiers on low income or benefit living in an energy inefficient home.

Qualification and the Declaration by Powys County Council does not guarantee a measure will be installed in your home, as the final decision of whether funding is available will be made by the installer and energy suppliers
