Privacy Notice for Flying Start
This Privacy Notice sets out how Powys County Council collects, uses and shares your personal information for the purposes of Flying Start. Flying Start is the Welsh Government's targeted Early Years programme for families with children under 4 years of age in some of the most disadvantaged areas of Wales.

What personal information do we process about you?
As part of the Flying Start programme we will process the following information about you:
- Name, date of birth, ethnicity, language, disability, gender, address, email address, contact number, Health Visitor visits, Childcare attendance data, Speech & Language data and attendance at parenting groups.
The purposes for which we process your personal information:
Your personal information will be processed to:
- Help us ensure you are provided with the most appropriate co-ordinated support.
- Help us in our work to detect and prevent the abuse of children and young people.
- Help us plan, organise and improve services, report on the work we have done and show we have used public funds properly.
Automated decision-making (including profiling) isn't being used.
Who might we share your personal information with?
To deliver the Flying Start Programme to you, we will share your personal information with:
- Other Powys County Council departments, including Education
- Powys Teaching Health Board
- Commissioned Third Sector Support Services
- Commissioned Flying Start Childcare Providers
- Foundation Learning / Childcare Offer Settings
We are not permitted to disclose your information to other organisations unless it is the only way we can make sure you and those close to you stay safe and healthy. We will share your information without your permission only when the law allows. This could be to protect your vital interests, to prevent someone else being put at risk or to detect or prevent fraud.
The Flying Start Programme will also be required to share your personal information, including your name, address including your postcode, date of birth, NHS number, and your unique reference number with Welsh Government on an annual basis. The Welsh Government will become the controller of the personal data we send to them to carry out research and statistical analysis to improve the Flying Start support provided to people inWales, and will retain it for 1 year.WG will:
- monitor progress towards national outcomes, including the publication of official statistics
- monitor local authority performance and funding
- develop and evaluate policy
- identify and assist development of good practice
- support research relating to the well-being of individuals.

This information is shared in line with The Well-being of Future Generations (Wales) Act 2015 and Flying Start Guidance produced by the Welsh Government, which supports the sharing of personal data between local authorities and the Welsh Government for evaluating and analysing the impact of the Flying Start programme which in turn will be used to improve services provided to you.
Personal data isn't being used outside of the European Economic Area (EEA).
Where might we collect your personal data, if it isn't provided by you?
- Powys County Council including Education, Powys Teaching Health Board, Emergency Services, Commissioned Third Sector Support Services, Commissioned Childcare Providers.
The Legal Basis (What allows us to process your personal data):
We will process your personal information in line with the UK General Data Protection Regulation (UK GDPR), which requires us to indicate which legal basis it is relying on in order to process your personal data.
To process your personal data here, we are relying on:
- Our obligation to perform a public task in line with
- The Social Services and Well-being (Wales) Act 2014.
- The Equalities Act 2010
- The Additional Learning Needs and Education Tribunal (ALNET) Act (2018)
- The Well-being and Future Generations (Wales) Act 2015
For the processing of special category personal information, we rely on:
- (g) Reasons of substantial public interest (with a basis in law). The relevant condition is Schedule 1 Part 2 (6) of the Data Protection Act 2018; and
- (h) Health or social care (with a basis in law)
How long will we retain your personal information for?
We will retain information in line with the Council's retention schedule: https://en.powys.gov.uk/retentionschedule however there may be circumstances in where personal data is retained for longer, for example to comply with the law. At the end of the retention period, information will be deleted and/or anonymised.
