Leader announces refreshed Cabinet responsibilities to strengthen service delivery
20 May 2026
With immediate effect, responsibility for the council's waste and recycling service will transfer to Cllr Richard Church, aligning the service with his existing regulatory services portfolio and creating new opportunities to enhance performance and integration.
Cllr Jackie Charlton will continue to lead on the council's greener Powys agenda, which remains a key priority within the Stronger, Fairer, Greener Corporate and Strategic Equalities Plan.
The change reflects the council's ongoing commitment to continuous improvement, strong leadership, and delivering high-quality services for residents.
Cllr Jake Berriman, Leader of Powys County Council, said:
"I have listened carefully to the concerns raised by our residents and Members, and I recognise that confidence in the waste and recycling service is crucial. While our staff are working incredibly hard to deliver improvements, it is clear that a fresh approach to leadership in this area is needed.
"This is a positive step that will help us build on the progress already being made. By bringing responsibilities together, we are creating the right conditions to strengthen delivery, drive improvement, and ensure our residents receive the reliable, high-quality service they deserve.
"I am grateful to both portfolio holders for their leadership and commitment. This refreshed approach allows us to restore confidence, strengthen delivery, and maintain a strong focus on our environmental priorities while continuing to enhance an essential frontline service and regaining the trust of our communities."
The council remains focused on delivering a stable, efficient and high-performing waste and recycling service, alongside its wider commitment to sustainability and environmental improvement.
