Land Charges search
The Council has a legal duty to maintain a Register of Local Land Charges. These are restrictions or prohibitions on a parcel of land, which are binding on new owners or occupiers of the land. Restrictions aren't normally shown on deeds, so Local Authority Searches are carried out as part of the conveyancing process when property is sold or re-mortgaged.
The Local Authority Search forms part of the conveyancing process. It protects potential buyers of property or land by making them aware of any matters affecting the property or land.
The Search is made up of two parts - the LLC1 form and the CON29 form.
- LLC1 form - is a requisition for search of the Land Charges Register and for an official certificate of search. (This part of the search deals with all registerable charges, for example Conservation Areas, Tree Preservation Orders, Listed Buildings, Enforcement Notices, Conditions imposed in Planning Permissions etc.)
- CON29 form - is a list of standard enquiries to Local Authorities plus various optional enquiries. (This part of the search deals with Development Plan Status, Roads, Contaminated Land, Building Regulations, other planning history etc.)
Please note that a search will not include information about neighbouring property. If you have concerns about an adjoining property or land, you can raise an additional drafted enquiry.
When asking for a Local Authority Search, please enclose the following:
- Form LLC1
- Form CON29
- The correct fee (see fees table). Cheques should be made payable to Powys County Council.
Searches must be submitted with an OS standard plan, clearly showing the search area outlined in red. The plan should be up-to-date and clearly show the search area in relation to neighbouring properties.

Search response times
The Audit Commission monitors Local Authority search turnaround times for standard searches. The latest figures show that 99% of searches are completed within 10 working days.
Personal searches
The viewing of personal searches of the Land Charges Register can be carried out at Ty Maldwyn, Brook Street, Welshpool, SY21 7PH.
Those viewing personal searches are able to compile notes from the screen but photographing and printing of the Land Charges Register are not permitted.
A Local Land Charges Certificate is not provided.
Booking Appointments for Personal Searches
- Personal searches of the Local Land Charges Register may be carried out by appointment only.
- Appointments must be made at least 5 working days in advance - Tel: 01938 551049 Email: land.charges@powys.gov.uk
- Appointments are available on Wednesdays only between the hours of 10:00 to 13:00 and 14:00 to 16:00. Each appointment will last for one hour only.
- When making an appointment, searchers name, address and contact details should be supplied, along with the full postal address and location plan of the property to be searched.
- Block booking of slots without the property addresses is not acceptable.
- Confirmation of your appointment together with search plans should be emailed to the Land Charges Section, as soon as the appointment has been made. Failure to do so may result in your appointment being cancelled.
The National Land Information Service (NLIS)
The NLIS is a government initiative aimed at delivering services electronically. Powys is connected to NLIS at level 3 and is able to receive search applications and return search results electronically.
