Completed Projects
The projects completed by Powys County Council as part of the Sustainable Communities for Learning / 21stCentury Schools Programme are listed below.
Ysgol Gymraeg y Trallwng
This project saw the construction of a new 150-place Welsh-medium school in Welshpool, on the former Ysgol Maesydre site.
This is a flagship project for the Council, being the first 21st Century Schools project in Powys that integrated an old, historical building and a new, modern building. This was also the first Passivhaus hybrid project in the UK.
The former Ysgol Maesydre building, which is Grade II listed, was refurbished to accommodate early years and community facilities. A new extension was built which includes a new school hall and classroom bases.
Ysgol Gymraeg y Trallwng originally opened in September 2017 on the former site of Ardwyn Nursery and Infants School, following the reorganisation of schools in the town, before moving to the new building in May 2023.
The school was delivered by Powys County Council and constructed by Wynne Construction.
Welshpool Church in Wales School
Welshpool Church in Wales Primary School moved to its new 360-place building in January 2021.
The school originally opened in September 2017 on three sites in Welshpool, following the reorganisation of schools in the town. Moving to the new building meant that the whole school could operate from one site for the first time.
The new building is the first Passivhaus primary school built by the Council as part of the 21st Century Schools Programme. It also includes early years and community facilities.

Brecon High School
A new 11-18 school was built to replace the old Brecon High School building. The new school opened to staff and pupils in December 2019.
This was the first secondary school built as part of the Council's 21st Century Schools Programme, and it saw an investment of up to £21 million, jointly funded by Welsh Government and Powys County Council. The new community focused school has the following facilities, which are available for wider community use:
- 4 court sports hall
- Activity studio
- Specialist teaching areas
The school was delivered by Powys County Council in partnership with Heart of Wales Property Services, and constructed by BAM Construction Ltd.
Welshpool High School
Work to remodel the school's changing rooms and sporting facilities worth £1.6M was completed in 2020.
Ysgol Carno
A new-build community focused primary school for Ysgol Carno was delivered by Paveaways in early 2019, to replace the demountable accommodation in which the school was previously located. It was built adjacent to the Carno community hall, enabling the school to make optimum use of the hall.
The project was unique due to the substantial funding contribution received from Carno Community Council, via the Carno Windmill Trust.
Ysgol Glantwymyn remodelling
The remodelling of Ysgol Glantwymyn, which is part of the Glantwymyn, Carno, Llanbrynmair federation, was completed by Paveaways and Griffiths in 2018/19.
The works included remodelling and modernisation of the building to improve safeguarding and provide disabled facilities, as well as remodelling the car park and providing sporting facilities.
Gwernyfed Primaries
The Gwernyfed catchment programme was successfully delivered in 2018, with all five schools opening on time and on budget.
The five new primary schools were built by Willmott Dixon and replaced the primary school buildings at Clyro Church in Wales, Llangors Church in Wales, Archdeacon Griffiths Church in Wales VA in Llyswen, Hay on Wye, and Ysgol y Mynydd Du.
Community libraries and community facilities were also included in Hay on Wye and Ysgol y Mynydd Du.
The programme of works worth £23 million was jointly funded by Welsh Government and Powys County Council, along with some funding from the Church in Wales.
Ysgol Dafydd Llwyd
Ysgol Dafydd Llwyd was the Council's first project as part of the 21st Century Schools Programme.
The new purpose-built Welsh-medium school in Newtown was built by Wilmott Dixon, and opened in January 2016, providing additional Welsh-medium places in Newtown and significantly improving the accommodation for pupils and staff at the school.
