Replacement Local Development Plan (LDP) Preferred Strategy

Powys Local Planning Authority is undertaking a seven-week consultation on the Preferred Strategy for the Replacement Local Development Plan.  The consultation period runs between Monday 19 August and Monday 7 October 2024.

What is the Preferred Strategy?

As part of the Pre-deposit (or Preferred Strategy) preparation stage, the Council has been busy reviewing the evidence base, engaging with stakeholders on the Issues, Objectives and Vision, and considering strategic options for the Replacement LDP.  Further to this work, the Preferred Strategy has now been prepared for public consultation.  Other documents published include the Initial Integrated Sustainability Appraisal and the Habitats Regulations Assessment Information Report.

The Powys Replacement LDP Preferred Strategy seeks to address the needs of the Powys Plan Area by proposing levels of housing and employment growth and identifying where this should be broadly distributed.  The Preferred Strategy includes a proposed Sustainable Settlement Hierarchy together with a set of strategic level planning policies which will be expanded upon by detailed policies and proposed land allocations (for new development) in subsequent stages of the Replacement LDP process.

A seven-week consultation on the Preferred Strategy will take place between 19 August and 7 October 2024. This includes the opportunity to make comments on the Candidate Sites put forward for consideration during the Call for Sites Stage in 2022 which are now published in the Candidate Sites Register.  It is also possible to submit new candidate sites for consideration.

The Consultation

In accordance with statutory requirements, the Local Planning Authority is launching a consultation on the Pre-deposit (Preferred Strategy) Powys Replacement Local Development Plan 2022-2037.

  • Council Offices, County Hall, Llandrindod Wells, Powys. LD1 5LG.  9 am to 5 pm (Monday - Thursday), 9 am to 4.30 pm (Friday)
  • The following Libraries during normal opening hours (https://en.powys.gov.uk/visitus):  Brecon, Builth Wells, Llandrindod Wells, Llanfyllin, Llanidloes, Llanwrtyd Wells, Machynlleth, Newtown, Presteigne, Rhayader, Welshpool and Ystradgynlais.

The consultation period runs between Monday 19 August and Monday 7 October 2024.

The consultation closes at 5 pm on Monday 7 October 2024.

The Council strongly encourages representations to be made via the LDP consultation portal.  Alternatively, representation (comments) forms can be collected in person from the consultation venues or by request by emailing ldp@powys.gov.uk.

What happens next?

Following the close of the consultation period, the Council will analyse and consider the representations made on the Preferred Strategy. Where considered appropriate, the representations will be used to refine the LDP's Strategy and to prepare the Deposit Plan.

The Deposit Plan will include a Strategy and more detailed planning policies for development management purposes, site policies and allocations, and a monitoring framework. It will be published for a minimum statutory six-week period of public consultation.
