As a social landlord, we have a legal and regulatory duty to assess the condition and energy efficiency of our homes. To help meet these obligations and ensure compliance with the Welsh Housing Quality Standard (WHQS) 2023, we'll be carrying out a Stock Condition Survey across all our properties from April 2025.
A Stock Condition Survey is a detailed assessment of the condition of your home, including key elements such as the bathroom, kitchen, heating system, windows, and doors.
The information we gather will help us plan future improvements to ensure homes are safe, warm, and meet modern standards. Your involvement helps us keep your home in good condition for years to come.
Want to meet the team behind the project? The Stock Condition Survey Project will be delivered using a dedicated in-house team of highly skilled Powys County Council officers.
The Stock Condition Survey is a key part of our housing strategy. It helps us meet our responsibilities as a landlord and contributes to long term plans for future repairs, upgrades, and regulatory compliance.

"The Stock Condition Survey is a vital step in ensuring our homes are safe, comfortable, and fit for the future. By gathering accurate, up-to-date information about our housing stock, we can make smarter, evidence-based investment decisions that directly benefit our tenants. This work supports our long-term commitment to delivering and maintaining high-quality council homes for our tenants and will help us build a Stronger, Fairer, Greener Powys" COUNCILLOR MATTHEW DORRANCE, DEPUTY LEADER AND CABINET MEMBER FOR A FAIRER POWYS
"The survey marks the first time the Council will have surveyed every home as part of a single project provided for the people of Powys. This will allow us not only to visit and meet every tenant—helping us get to know each other better—but also to understand what needs to be done to ensure our properties are well maintained and improved where necessary, so they continue to provide quality homes for residents. The survey will also ensure that the information in our new Housing Services ICT system is completely up to date and remains accurate as we carry out repairs and invest in our homes. Having this detailed knowledge will help us prioritise where investments are most needed—not only in our existing homes but also in identifying where new Council-built and managed homes should be developed. The survey will take three years to complete. We have more than 5,550 homes which alone accounts for 25% of Wales." ANDY THOMPSON, HEAD OF HOUSING, POWYS COUNTY COUNCIL
"Your home matters. The Stock Condition Survey has been carefully designed to be quick, straightforward, and respectful of your time and home. Every effort has been made to keep the process smooth and efficient—minimising disruption while gathering the critical information needed to make informed decisions about future investment. We kindly ask that you allow access when an appointment is arranged, as this helps us complete the survey on time and avoid delays for you and your neighbours. We understand it's not always easy to fit appointments around other commitments, so we'd like to thank you in advance for your flexibility and cooperation. If you have any questions about the survey, please don't hesitate to get in touch—we'll be only too happy to help." LIAM THOMAS, STOCK CONDITION SURVEY PROJECT OFFICER, POWYS COUNTY COUNCIL
"Being part of Powys County Council's Stock Condition Survey as a scheduler is genuinely fulfilling. Every day, I get to play a key role in making sure our surveyors are in the right place at the right time, with minimal disruption to our tenants. It's all about planning carefully, communicating clearly, and always putting residents first. Knowing that my work helps improve the quality of housing in our communities makes it more than just a job—it's something I'm proud to be part of." NICOLE MORGAN RIVERS, STOCK CONDITION SURVEY SCHEDULER, POWYS COUNTY COUNCIL
"As the Senior Quality Assurance Officer working on the Stock Condition Survey Project, I'm fully aware of the positive impact this new initiative will have across Powys Housing Services. It's not just about collecting data—it's about truly understanding the condition of our homes and the needs of the people who live in them. The survey process has been designed to be as smooth and supportive as possible, with clear communication and a focus on making tenants feel comfortable and informed every step of the way. Engaging with tenants and listening to their feedback helps us tailor our services more effectively and build stronger relationships. This is a vital step forward in ensuring our homes are safe, well-maintained, and fit for the future—while keeping our tenants at the heart of everything we do." ANDREA GUERIN, SENIOR QUALITY ASSURANCE OFFICER, POWYS COUNTY COUNCIL
"We have purchased a brand-new Housing IT System, which is currently in development and undergoing testing. To make full use of its capabilities, we need to verify the existing stock condition data and collect more detailed information. This will allow us to plan future maintenance more efficiently and effectively, while also helping us provide a better service to our tenants" GERAINT LLOYD, HOUSING INFORMATION SYSTEMS MANAGER, POWYS COUNTY COUNCIL
"The Tenant Scrutiny Panel hope this stock condition survey will provide tenants with reassurance that their homes are being properly assessed and maintained. This is a long-overdue step to ensure that every tenant has a good quality property to live in. As Vice Chair of the Tenant Scrutiny Panel, I am committed to making sure tenants receive the best possible outcomes—safe, comfortable living conditions that support their families, their well-being, and their future." COUNTY COUNCILLOR JOY JONES, NEWTOWN EAST WARD AND VICE CHAIR OF THE TENANT SCRUTINY PANEL
"As a Tenant Scrutiny Panel we hope that these surveys will benefit the tenants, some of whom we know have concerns about the condition of our homes. These surveys used to be carried out by a contractor and not all homes were surveyed, so some of us may never have had a condition survey. This time it will be done by an in house team, who we have been assured will treat our homes and us with sympathy and respect. We hope that we can all have a positive experience this time round." DAVE O'CONNOR, TENANT AND CHAIR OF THE TENANT SCRUTINY PANEL
