Further Information and Links

Here you can find additional information and external resources relating to key housing standards and energy requirements, including the Welsh Housing Quality Standard (WHQS), Energy Performance Certificates (EPCs), and the Housing Health and Safety Rating System (HHSRS).
We've also included useful internal links such as our tenant newsletter and Powys County Council's data protection policy to help you stay informed and understand how your information is handled.
Welsh Housing Quality Standard (WHQS):
WHQS is the national standard all social housing in Wales must meet. It ensures homes are safe, warm, energy-efficient, and suitable for tenants' needs. The 2023 update places greater focus on decarbonisation, tenant wellbeing, and long-term sustainability.

Housing Health and Safety Rating System (HHSRS):
HHSRS is the legal framework used to assess health and safety risks in homes. It helps identify potential hazards such as damp, fire risks, or structural issues to ensure properties are safe and free from harm.
The HHSRS is a risk-based evaluation tool to help local authorities identify and protect against potential risks and hazards to health and safety from any deficiencies identified in dwellings.

Energy Performance Certificates (EPC's):
An EPC rates the energy efficiency of a home on a scale from A (most efficient) to G (least efficient). It provides recommendations to improve energy use and lower carbon emissions, helping tenants understand how energy-efficient their home is.
EPC's use information about a home, such as building materials, heating systems and insulation, to indicate how energy efficient it is. https://www.gov.wales/energy-efficiency-homes
